(3) The complainant shall comply with laws and regulations, shall not harm the interests of the state, society, collectives, or the lawful rights of other citizens, and shall consciously uphold public order and the order of petitioning. The matters reported must be objective and truthful, and the complainant shall be responsible for the authenticity of the materials provided. The complainant shall not insult or defame others, nor shall they fabricate or distort facts, manufacture false evidence, or falsely accuse or frame others.
